Contains information about reprisals for sabotage against German soldiers; liquidation of the Riga fire brigade and the establishment of a new fire department by the Generalkommissar of Riga, Oct to Nov 1941; the "Assembly of Representatives of Latvian Organizations" on 11 Jul 1941 in Riga; appointment of the new Wehrmachtsbefehlshaber Ostland in 1941; activities of the SS, Schutzpolizei, and Gendarmerie in Latvia; separation of Germans and native Latvians on the railroads; directives issued by the Generalkommissar giving instruction on the administration of the occupied territories in Ostland; and regulation of travel between the Reichskommissariat and other neighboring territories.
